Certainly where I live, Montgomery County, MD. We've never had gifted IEPs, but GT students were considered as on of the "special populations" in terms of school policy. Well now they're rewriting the policy--and nowhere does the term "gifted and talented" appear. Now it's all about "accelerated and enriched instruction" and challenge for "all children." It's something that LA public schools do of which I'm envious. Individual testing and IEPs are essential for the highest level of services.
